Joe Biden In 2007: Let The States Experiment With Health Care Reform First
In 2007 during a campaign stop in New Hampshire, Vice President Biden, then a candidate for president in the Democratic primary said the states should experiment with health care reform first. Biden added that once a majority of the states have reformed health care "30, 35 states" the Federal government should cherry pick the best parts for national reform.
